Is personalization server required for wps 4.2.1?

I have installed WebSphere Portal 4.2.1 from the WPS disk. I did not use
the portal setup disk.

Is WebSphere Personalization server a prereq for portal to work? I did
not install it. I created the pznadmin in oracle but it was never
populated by wps
