We can't get the admin scereens to show up when we run the portal server
from WSAD. How can we test custom themes and skins in Portal Toolkit?

There is documentation with the tolkit about the procedure for making
existing portlets available via the toolkit.

Bibhas,

There are 3 ways of testing/debugging portlets using WSAD
1. Light weight Portal installtion using Portal Toolkit.
2. Complete Portal on the same machine as WSAD
3. Remote Portal and WSAD.

Unfortunately, with light weight version of portal from portal toolkit, you dont have access to administrative sections of the portal. But with option 2 and 3 you can have administrative functionality.

Are you sure you can't access administrative sections of the portal with
option 1 ?... I think there is a checkbox in the server configuration which
allow you to enable admin (under the portal tab).

From my experiences using the toolkit, you can turn on that checkbox as someone mentioned and have the administrative portlets working in the test environment. This is true on 5.0 and 5.0.2, but I am not sure for 4.2.
