Author WPS 5.0 - How To Disable "Show Tools" Feature via Admin?

Hello,

Has anyone ever tried disabling the "Show Tools" feature (the wrench
icon) via the Portal Administration section? I want to configure our
portal so that only portal admin users have access to that feature while
regular users will not. I was able to successfully disable similar items
(like Edit Page, etc.) via the Administration>Access>Resource
Permission>Portlet Applications section, however, I cannot seem to find
the one portlet application that corresponds to "Show Tools". Worst case
is that I comment out the "Show Tools" code in the JSP so that nobody
can use it, but my preference is to configure this via the admin so that
I can use an ACL to determine who can use it and who cannot. Thanks!
