I don't know what the problem was. I sprinkled a lot of pixie dust and
didn't get anywhere. My last resort, before smashing my workstation to
pieces and reinstalling was to make a one-character change to the
portlet-app uid, concrete-portlet-app uid, web-app id, and all referring
files. Apparently something not in my workspace cached the portlet app
uid and wouldn't let go. By changing it, I was able to start my test
environment again.
