Page Personalization Wizard ?

I want to implement a Page Personalizaiton Wizard

Select Layout --> Set Column Width --> Add Portlets->Set Skin

It just like the combination of contentlayout.war & appearance.war.
Also re-arrange the operation flow.

How can I do it ?
