Author Failed to enable-security-ldap

Hi all:
I installed Portal5 on AIX.When I try to enable security by Domino
6.0.2,build failed.
The message is below:
action-create-deployment-credentials:
[xmlaccess] XMLA0006I: Connecting to URL http://localhost:9081/wps/config
[xmlaccess] XMLA0002I: Reading input file
/usr/WebSphere/PortalServer/config/work/createDeploymentCredentials.xml
[xmlaccess] XMLA0011I: Request accepted
[xmlaccess] <?xml version="1.0"?>
[xmlaccess] <failure>
[xmlaccess] com.ibm.wps.command.MissingAccessRightsException:
WPCM0006E:XmlCommand: Missing access rights.
[xmlaccess] </failure>

Who can tell me why ?
Thanks in advance.

Two things I can think of quickly are:
1. In wpconfig.properties, make sure the user IDs are full DNs except those
"Short" versions;
2. Make sure the user ID you use for LDAP admin is in the ACL of the
directory (names.nsf) and has at least Editor access.
