This is really a basic question

Where are the error logs that store JSP compilation and runtime errors?

log\SystemOut.log and log\SystemError.log don't seem to have it..

How do I configure logging level?

If you try to compile a new JSP and the JSP compiler throws errors, then
these are logged in either SystemOut.log or wps<timestamp>.log
