Principal not found error

| I am trying to integrate WebSphere Portal 5.0 and Tivoli Access manager 4.1. I have configured TAM for authentication for WebSphere Portal.
I am trying to configure TAM for authorization for WebSphere Portal Server.
When I modified the Portal authorization configuration to External Access Control(I modified ExternalAccessControlService,AccessContr
olConfigService,service,AccessControlDat
aManagementService,configServiceand callbackheaderslist property files as mention
in the document), after resarting th Portal server it should create role and ACL as
<b>WPS_Administrator-Virtual_wps-EXTERNAL_ACCESS_CONTROL_1</b>
I modified all the files with the appropriate parameters. When I restart the portal server, we checked in the pdadmin with "acl list" command. But it is not displaying the ACL "WPS_Administrator-Virtual_wps-EXTERNAL_ACCESS_CONTROL_1"
It is not created.

Any idea why I am getting Principal not found error and why it is not creating the ACL and Role in TAM.
Looking for help.

I have re-done the same thing again. I got the same error again.
