Referencing engine.tld in WSAD

I put this in my JSP:
<%@ taglib uri="/WEB-INF/tld/engine.tld" prefix="wps" %>

I have the Portal 5.1 Toolkit installed and the portlet.tld is being
referenced without a problem but WSAD says it can't find engine.tld. I
CAN copy the tld into the WEB-INF directory of this application, but if
I do that then the application is deployed with this tld file and if the
tld changes in version updates this application will not see the update.
There has to be refer to the tld in the shared apps directory like the
portlet.tld is. Please help.
