Empty page when adding Administration to a given user

| I am trying to give a particular user the ability to see the Administration portal (the icon beside the "My Portal" in the upper right of the page.)
I've logged in as an Administrator, gone to Administration User access, search for this user, navigated to Administration, and clicked the User check box (I've tried them all).
Now when I log in as that user, the Administration button is indeed available beside My Portal.
HOWEVER, when I click Administration, I don't get any information on any of the pages. I get the left hand navigation for Portlet Settings, Access, etc, but when I click on the various subtopics of these, all I get is an empty main screen. There isn't e
ven a portlet window for adding portlets. Nothing.
When I log back in as an administrator, and look for permissions for that user, I see Administration as one of them, and I inherit all the pages beneath it. But there is nothing on the pages.
This thing has stalled me for days. Is there anyone who's seen this before?

| Ok- found my notes.
Go to:
Access -> Resource Permissions -> Virtual Resources.
Find the item called "Portal".
Then assign your userid/group to that resource.
That's it.
