I developed and installed a portlet in WPS 5.1.0.0; this portlet has
some context parameters and some other setting parameters that drives
portlet behavior. For organizational reasons I have to clone this
portlet (and therefore its portlet application) several times and the
put the coned portlets in different pages; the question is: since there
is a single WAR installed on WAS for all these portlets, is the a limit
to the number of cloned portlets I can do? is there any performance
bottleneck?

I don't believe there is a limit, at least not that I know of. As far as the number of war files, I think to would depend upon how often you need to update it. Would you rather update one application war file, or several ?
