What do I need to install so that I can program Portal using WPS v5.1? I
just installed RAD6 and I do not see any portal programming options. Thanks.

Did you install the portal tools when installing RAD 6? Then you will need to install
WPS 5.1 test environment

The eval download of RAD v6 contains

a.. Part 1 (C81MZML.exe, extractor.exe) - Required - needed to extract the
product
a.. Part 2 (C81N0ML.bin, Required.bin) - Required (basically CD's 1-3
combined)
a.. Part 3 (C81N1ML.bin, languagepack.bin) - Optional - Language Pack.
a.. Part 4 (C81N2ML.bin, EGL.bin) - Optional - EGL
a.. Part 5 (C81N3ML.bin, WAS60.bin) - Optional - WAS 6.0 Test Environment
a.. Part 6 (C81N4ML.bin, RAC.bin) - Optional - IBM Agent
Controller-deployable part
a.. Part 7 (C81N5ML.bin, PortalUTE5.0.bin) - Optional - Portal Runtime
Environment

The last one (Part 7) is portal v5.0. runtime. Where to get v5.1 runtime.
Where is the install.html you refer to?

Portal 5.1 includes the Portal 5.1 test environment.
Install.HTML is the installation guide for RAD 6 (in disk1)

I noticed that Portal Server 5.1 CD has the test environment. But, what are
the license implications of this? If we install the test environment in a
developer's box does it count as a Portal Server installation?

IMHO: Rational has made a mess out of things. WSAD v5.1.2 had streamlined
portal toolkit install significantly.
