Action not recognised in the config mode jsp : struts Portlet

I am writing a struts Portlet using IBM Portlet API. I have configure mode in the Portlet, and the struts-config-configre.xml defines some actions required for my Portlet application.

But in the jsp's, the configure mode actions are not getting recognized.
<html:form action="/showConfigTables" ></html:form>

the error i see on browser is
"400 Invalid path showConfigTables was requested "

What could be the reason for this?
