WebSphere Portal Server - Can not create a URL

Can not create a URL

Platform: WPS v5.1 in Windows 2003.

We are creating a URL link to a page. When we click on that link we get a
message that "No content available. Please check if there is content defined
for the markup of your client device".

This worked just fine in portal 5.0. Thanks.
