Prevent a portlet from being loaded without deinstalling it

Is there a way to tell WebSphere portal not to load a portlet class when the
portal starts, but still keep the portlet installed? I tried deactivating
it and even stopping in from WAS, but it always gets loaded when the portal
starts, even though it's obviously not going to serve anything.
