Not a standard answer... but I would!
Skipp the import using the import server.
I'm running RAD (there are updates - check the update manager) and WPS 5.1.
I would
1. Copy the Theme folder from the server and place it under my server locally
WPS 5.1 server is istalled seperately in C:\Program Files\Portal51UTE. For the 5.0 I guess you have the server under RAD somewere.
2. Copy the skin folder in a similair manner.
3. Launch my wps test env but before that make sure that I have selected to allow base admin portlets on the Portal tab
4. I would go to the manage skins and themes admin portlet and register them. Then I would set them as the default

But the import propably does all the importing and registering for you. But I guess the you have the hole portal imported, or at least more than the theme and skin you are looking for.
