The purpose of namespace tag is to ensure that the name is uniquely associated with particular portlet and avoids name conflicts with other elements on the portal page or with other portlets on the page.

But in html form, the unit of submission is the form, not individual field. One html (portal page) could have many forms, but only one can be submitted at one time. So, if you could identify which form is submitted, field name needs to be unique only
in that form. And I don't think it is necessary to use namespace tag for each field.
