Can't install Portal test environment v5 using Installer

I'm trying to install the Portal Test Environment v5 after sucessfully installing the Toolkit v5.0.2.3.
Whenever I click on the 'Install Test Environment V5' option in the installer I get a dialog box appear which states that:
The following prerequisite is required:
Websphere Application Server 5.0.2 Image
Websphere Application Server 5.0.2 cumulative fix 3
Websphere Application Server eFixes installer
J9 fix
Websphere Portal 5.0/5.0.2

Ok, so that makes sense if I had old (or none of the) software installed. But thats not the case. In fact I have WAS 5.1.1.1 and Portal 5.1. All of which is a higher level that what if being requested.

I've checked through the apars and this forum but don't see anyone else with the problem. But it seems to me that this is a bug with the installer program. I've seen something similar when installing the Voice Toolkit using this same type of installer pro
gram.

Any ideas on how to resolve the problem and downloading 1GB of 'old' code to replace the new WAS and WPS isn't really the resolution I'd be looking for.

I am not sure what your problem is, but Portal v5.0 test environment
does not run on WAS5.1.x.

If your want to install Portal v5.0 Test Environment to Portal Toolkit
5.0.2.3, you need to follow "Portal Toolkit V5.0.2.3 Installation Guide
for WSxD V5.1.2"
at http://www.ibm.com/websphere/portal/toolkit.
In that, you need several files in specific directory layout. The portal
test environment will be installed with its own WAS, so you do not need
to replace your existing WAS with older one.

If you want to install Portal v5.1 test environment, you need Rational
Application Developer6.0/6.0.0.1, not Portal Toolkit.
