After portal restart portlet is not able to find certain libs

Hi

If I deploy the portlet(application) it is working fine and is able to
find all required libraries. As soon as I restart the portal and browse
to the portlet on the page it throws an exception that it can find
certain libraries. So I defined those libraries globally as a shared
library and assigned those one to the app via the configuration page
but with the same result.

Any help is very much appreciated
