Author Can I enable WCM in WebSphere Portal Test Environment?

Hi:
I have question related to Portal Test Environment.
Can I enable the web content management in Portal Test Environment?

I know that I can just simply use Portal Server to access WCM.

In order to use RAD to access WCM from Portal Test Environment, I tried to start the test environment server from command line.
Go to Portal51UTE/PortalSErver/config/, then type WPSconfig configure-wcm-authoring -DPortalAdminPwd=xxxxxxxx (xxxxxxx is the password).
Then create an attached portal test environment server.
But when I deployed the portlet on this attached server, there is always a pop up error message.
It says the attached server does not start correctly, but still able to open the portlet and displayed on the browser.

So I am thinking is there a way to start the test environment with WCM enabled from RAD?

Thanks for your patience for this story.
