Synchorinazation problem of clones during failover of WebSphere

In our present system we are having two instances(1 and 2 which are in node) of portal server. On each instance have four clones. Whenever a request goes to instance 1(which contains Deployment Manager) it works fine. But when it goes to instance 2 it
fails in the view page, we find the exception as "Portlet Unavailable Exception". So what is the exact reason behind this and what is the possible solution for it. Your help will be appreciated.
