I removed the activation.jar file from the \WebSphere\PortalServer\shared\app folder. I then started up the Portal Server and I am still experiencing the same error.

I have opened a PMR with IBM. Looks like a it maybe ClassLoader problem according to IBM WebSphere Portal Factory support.
