Author Click to action not working for non Administrators

I have portlets across multiple pages with click to actions and have set up global actions for the portlets. When a person with administrator authority is using the portal, they can click on the click to action on one page and the data flows to the seco
nd and all works as expected. When a person with just Privleged User authority uses the portal, they get the click to action icon and captions, however when they click on it nothing happens. If they go enter the data manually into the portlet all wor
ks well. Also, there is one portlet application with 4 portlets in it, and the portlets are on 2 different pages, and if a regular user clicks on the click to action in one page, it will take them to the second. However, if the click to action doesn't
seem to work across portlet application boundaries.

Is there some authorization setting missing? Any other ideas?

Thanks,
Colleen
