Edit icon missing on portal page

Hi all,
I have created a portal project and on the portal page, i have inserted two portlet pages which support edit mode..
biut when i run the portal on the server ..the portlets are getting displayed in the view mode and i couldn't see edit ,maximise and minimise options to do so.

are there any settings i need to set to make them appear?

any ideas..
