A bit more information on this after continued investigation.

It appears now that the error comes in the set of information which is available in the WCM Resource Collection object. Specifically, if I create a rule as follows:

Select content
whose PznWCM/IWWCM Resource Collection.Categories is not empty
order as is

The result set (looking at Personalization List portlet) returns empty. If I browse my published objects in WCM, I definitely have content with category values.

Similarly, if I use the WCM Resource Collection.Template attribute, I am returned a subset of the total content objects with template values. That is, I have four Authoring Templates defined in WCM, PZN "sees" only two of them.
