Portal 6.0 on localhost - user login doesn't work

I have only one administrator login that works on the portal on my local machine. When I try to add a new one, Portal takes it but I can't login using that ID - says this "EJPAK0004W: Login failed. Please enter a valid user ID and password." I have done
this numerous times, so I don't think I'm fat fingering it. Strange this is when I delete the user, attached is the spew in the SystemOut.log:
