The Welcome Page is simply "the" visible page closest to the top of the portal page hierarchy. You can replace it (or modify it) with a page of your own choosing.

To make other pages visible you will need to change permissions for Anonymous users. Presuming you want some number of portlets to be visible as well the same issues apply.
