Can ont override UnlayeredContainer-H/V.jsp files on portal

Hi

It seems that when rendering the screen, the portal always uses the UnlayeredContainer-H/V.jsp files located under the IBM skin directory and one can not override this file in a specific skin directory. Did anybody noticed this behavior? Can it be resolve
