Fix context menus

In WPS 6 context menus are dynamic by default via asynchronus js. Actions are displayed when mouse is on action area in page, portlet, etc.

I would like to display just some portlet's actions (close and help) and in a fixed way, i.e. without asynchronus js.

Anyone has experience with this? Any easy method to do it?
