Author problem starting webshere portal express 6.0

After installation when i started the server i got the message as server successfully started.But when i tried to open the home page i got as page can not be displayed.The URL i provided in the internet explorer is as follows

http://jcomp17.jtech.com:10038/wps/portal

I'm attaching the syetmout.log and systemerror.log files along with this.Kindly provide me with some help to solve this problem.
