Enable hot method replace in debug mode

From RAD 7, I can select an option for "hot method replace in debug mode". Since I am manually starting up the server (not from RAD), I'm wondering if this option can be set somewhere in the admin console.

BTW - this is on a Portal 6 server running on my own machine (localhost).
