WebSphere Portal Server - Starting portal server

Hi,

I am new portal programming, as a start I created an instance of portal server v6.0 at RAD7.0 and selected start button for starting server without even creating any application, to test whether server is running or not, but iam not getting this message
"Publish is not formed since server is not started, start the server and publish"

Can any one help me on this,
