Edge Server Admin Page CGI Fails to Load

The Edge Server Admin Page CGI fails to load when there are more than 300
Active Connections and when using RAM for Cache

This has happned on more than one system.
One system is an 800Mhz PIII with 1.8 Gigs of memory, 1.5 are put in as
CACHE,
The Other System is a Dual 1.13 PIII with 2 Gigs of Memory, 1.5 Gigs of
Memory are put in as CACHE

If I don't allow people to use the Machine as a proxy and let the
connections close on themselves, than it will start to work again.

any Ideas?
