Is there something like hashcash that actually works?
I mean something that stops Bob with his dozen of Athlon 2Ghz boxen at
work from DoSing a service while still allowing Alice with her 486 to
use the service?

I think hashcash is just another anti- spam/flood measure, not the
ultimate one. If it causes spammers to waste CPU it's already a gain.
