Author Help with detected non-PIC libraries in lintian

Hi.

While going through the lintian bugs I found
#185816: lintian: shlib-with-non-pic-code not working

It is about detecting non-PIC shared libraries but
according to the submitter the check doesn't work anymore
(and I can confirm that).
I must confess that I don't really understand anything of
this topic. I would very thankful if someone can take a look
and test the proposed solution or give a better one. (Pseudo-code
[or even a RTFM with reference] would suffice, no need to grok
perl or lintian ;)

TIA

Gruesse,
