No, it doesn't. Without an Expires:-Header, a squid cache will only
retrieve Packages and Packages.gz once every 24 hours, which can delay
package distribution.

This is security relevant for sites that mirror security.debian.org
despite our recommendation not to mirror s.d.o, which is a quite
frequent configuration.

That is not true with current versions of apt.

Yes, the unstable system I used for reference was last updated a week
ago. Funny that this issue has surfaced at my site about the same time
that apt had the issue fixed.
