I'm not sure, but I encourage further comments on this.

I've got an impression that udev is something that is eventually
going to go into the base system/initial installation.
When that time comes, it is somewhat reasonable to
expect some core tools and some non-essential tools be split,
to reduce the size of base installation.

OTOH, that whole project-utopia (of which D-Bus is part of) thing looks
interesting enough to keep in mind for consideration as a potential
valuable addition to our base system in terms of end-user experience, if
we manage to get the pieces (udev, HAL, D-Bus, etc. plus desktop
environment hooks) work together nicely.
Just pointing this out, without having looked at the udev .deb yet.

The good news is that kernel 2.6 + sysfs + udev + HAL + D-BUS works
nicely, and gnome-volume-manager will happily start gPhoto when you plug
in a digital camera.
gnome-volume-manager is the only part not packaged in sid, and I have
debs nearly ready.

gnome-volume-manager 0.8.2 is in NEW since march 22. So packages will
hopefully be available soon.
