The encoding of the control file is currently undefine which produces a
mix of utf8 and other encodings in the Packages/Sources files.

Also some people seems to use commas in the Maintainer field which is
specified to be RFC822 compatible:
| The package maintainer's name and email address. The name should come
| first, then the email address inside angle brackets <> (in RFC822
| format).
This RFC disallowes the use of commas outside of quoted strings because
it is used as seperator. The description in the policy is unclear about
the use of fullstops, it is clearly valid to use them in quoted strings.
