Author New DBS version needs testing

Maintainers who use DBS, please test the package at
http://stepping-stone.kicks-XXX.org/~wt/downloads/dbs/ for compatibility
with your packages. The only change is that I converted the manpage to be
generated from docbook. This change is intended to fix bug #241061[1]. To
generate the manpage, a build dependency on xmlto is added. Please review.
I have apt-gettable sources at:

deb http://stepping-stone.kicks-XXX.org/~wt/downloads/dbs ./
deb-src http://stepping-stone.kicks-XXX.org/~wt/downloads/dbs ./

Wow, that seems like a lot of effort to go to for a few simple \-
substitutions. Of course, I like groff ...
