A way would be to make a GUI version of reportbug which reports
through CORBA/XML-RPC or some other mechanism to an interface which
then files the bug in Debian's BTS. It could probably also just
connect to the SMTP server bugs.debian.org has and use that to file
the bug directly.
No, I'm not volunteering to do that, but I'm saying it can be done.

If we then send a copy to the submitter, we have built an open mail
relay. Additionally, tcp port 25 blocking is happening more and more
often, which I find disturbing.
