The BTS needs to know which package the bug will be filed against.
Therefore, the user needs more instructions beyond "mail your
bugreport to submit@b.d.o". reportbug takes care of creating fields
for this. M-x debuan-bug (for Emacs) does the same. But if the user
can't use his Debian box to send the bug report, that's useless for
him. A web frontend could also take care of this.
