Author some things i like to know

If i want to package some orphaned packages or some new packages or some
packages for adoption i need a account to upload to your ftp. But i
don't have this account (don't need it in first time)

Can i close a bug if i have packaged a package and uploaded to my own
ftp and someone (debian developer / package maintainer) uploads it to
the main ftp ?

Just close this bug in changelog. If this package will be uploaded
it'll automatically close bug.

If i close the bug in changelog no one knows the bug is closed ? Do i
need to send a mail to the debian-wnpp or say it here ?

(Maybe it's a stupid question but i've read the package and maintainers
guide but i can't find the part which says about this)

The bug is not considered closed until the package has been installed in
the Debian archive. At that time the archive software will automatically
close the bug for you if you have marked it in debian/changelog.

Also read the Developers reference (apt-get install developers-reference)
which explains a lot of this stuff.
