Indeed, anonymous checkout was down for more than 1 day.
"Classical" anon checkout on the d-i repository has been disabled for
weeks now because it frequently caused breakage of the main SVN
repository (don't ask me why.....I'm not really aware of the details).
Joey Hess had some hack running which allowed for anon checkout on
port 3691 of haydn. This broken yesterday and, as Joey is currently
away for a few days, it stayed broken until today.
After a few discussions in #debian-boot, Bastian Blank (waldi on IRC)
put something up for checking out a copy of the d-i repository. I
don't have the exact checkout command line, but asking on #debian-boot
should be OK.
I don't know if this is why you finally were able to checkout or
not....as you didn't mention whether your attempts were anonymous or
not.

It is back on svn://svn.debian.org:3691/d-i and uses a copy of the
repository.
