I'd like to package 'libchise' library, (and then package its database).
CHISE project has been working for character database (mainly for
Kanji, for CJK languages), and there has been an XEmacs implementation
which accesses its database. libchise is a library for C language, so
that the database can be accessed software other than XEmacs.
