Adding a "feedback" features to the BTS

| Hello,
Problem: we now have a good, comfortable and encouraging way to report
problems (the BTS), but no way to report successes, or to send cheers or
kudos. This is unfair! 
Possible solution: add a "feedback" priority to the BTS which doesn't
count as a bug at all. Then extend reportbug (possibly allowing it to
be called with another name like "feedback" to give it a non-bug
feeling) to report feedback on a given package.
Some predefined forms of feedback could be set up, like "Thank you", "I
like...", "I don't like...", "I'd like to tell a story...". A template
message could be set up with useful questions (Flanagan[1] could inspire
some), like:

Hello <maintainer>,
I have a story I'd like to share about <package>:
[the story]
[
if you want, please add what made you decide to report the feedback.
Other interesting information you may want to add, if applicable, could
be:
- what led up to the situation
- what you did (or did not do) that was especially effective or
ineffective
- what was the outcome or result of this action
- why was this action effective, or what more effective action might
have been expected
]

about how good the package or the maintainer is, and be archived after a
month or so.

(other good vibes are due to come with the survey result, provided I can
find some time to finish the processing (75% done so far) )

Okay. Sorry. Seriously, I like this idea
of extending the BTS for positive feedback. Had
it existed, I would have used the feature at
various times in the past.

Full ack. I got #261974 few days ago where the submitter used the
_minor_ severity for a success report. In addition to this suggestion,
there could be a symlink "reportsuccess" -> reportbug, so reportbug
automaticaly starts with the "feedback" severity when started as
reportsuccess.

Indeed, it's unfair, but everyone could do that by sending a private
mail. I don't know if it's really an advantage to see hundreds of
feedback mails in a public system.
If such a 'feedback' priority bug only sends a mail to the maintainer and
not to the whole BTS, I'll appreciate the idea, because it could invite
people to send feedback (and I really like feedback, no matter if it's
good or bad)...

reportbug already has a --kudos switch which does exactly this.

Adding "apt-get install fortunes-debian-hints" to
fortunes-debian-hints probably makes not much sense.

*chuckle* No, it wouldn't, but there has been some discussion of making it
install by (semi-)default, and making various things like login shells able
to display from it if installed, by default.
The main backpressure to this is actually from me, and has to do with the
fact that this was hint #25; I would prefer to have more hints before
making it a default of any sort. However, by Sarge+1, there's a good chance
that we'll have enough, and I would not be suprised to see it appear
then...

Only if you had filed a wishlist bug asking for a hint about reportbug
--kudos, I think.
