Yes. There should be some time limit on how long a package is allowed
to be stuck in the NEW queue before the ftpmasters are investigated by
the DPL or some other official position in the Debian project. A
response time of several years is not something the Debian project can
be proud of.

Personally, I believe it would be better with a reject with a short
explanation, instead of complete silence.
