Here's something you can do about such a twit.

Get an account on a mail server with big bandwidth (one of those mail servers
that has multiple 100baseT connections to the Internet and enough CPU and IO
power to saturate all of them).

Fill the quota on the account on that mail server.

Send the twit a few hundred messages from the over-quota account in question.
the ASK messages will get quota responses which will generate more ASK
messages.

If that doesn't do it then get an account on a mail server with Gig-E
connection to the Internet. ;)
