You should expect to be able to contact the maintainer via the address
in the package, which probably ought to match that in db.debian.org. Or
<package>@packages.debian.org (or whatever that address is). None of
which is linked to username@debian.org except by choice.

Because letting it be delivered and then thrown away still wastes the
bandwidth?
