If you look into the reason that the mail was held back, you see that
the problem is different:

> Is being held until the list moderator can review it for approval.

In fact, pkg-openssl-devel ist *not* moderated at all, but mailman
complains about the *implicit destination*, meaning that the mail was
sent to openssl@packages.debian.org or #####@bugs.debian getting
forwarded to the list.

I hat do tune the *recipient filters* namely the *acceptable_aliases*
option. I changed it to:

..*@packages.debian.org
..*@bugs.debian.org
