No, that's not true.

The "general" package is there for people who don't understand all the
details of how a Debian system really works, but still want to report
their bug somehow. Or, perhaps, for people that get confused by the
complexity and the amount of available packages in the Debian BTS.
"reportbug" offers to file a bug against "general" "if you're unsure",
and that's a good idea.

After all, we want bugreports from people who are not very familiar with
Debian (yet), too -- or, dare I say, "especially?" -- because those will
help us improve the system's usability. Flaming on them isn't going to
improve the number of those.
